PARISH COUNCIL MEETING MINUTES 30th JUNE 2011

PRESENT: – Parish Councillors – Mr R Buckley (Chair), Mrs E Wilson (Vice Chair), Mrs M Street, Mr N Eardley, Mr C. Fleming, Mr R Buckingham, Mrs L. Foster, Councillor B Livesley, Councillor P Hayes, & Mrs W Carter (Clerk).

3. MINUTES OF THE LAST MEETING HELD 12th May 2011 – Approved and signed.

4. CLERK TO GIVE UPDATE ON THE FOLLOWING:

Current Bank Balance – As of 8th June 2011 – £7,609.38

The Annual Return has been submitted to External Auditor prior to 16th May 2011.

We have not yet received a reply.

Bank Signatories – The Chairman contacted NatWest Bank and was advised existing signatories did not have to reapply. Confirmation in writing requested.

The Chairman to contact NatWest Bank to enquire how Councillors C. Fleming, R. Buckingham & L. Foster can also become signatories.

5. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON ANY PLANNING APPLICATIONS NOTIFIED –

Application No. 11/1177M – single storey front extension, pitch roof and conversion of garage into habitable space and first floor rear extension.

Location –53 Roewood Lane, Higher Hurdsfield.Macclesfield,SK10 2PG

Application No. 11/1489M – single storey side extension, and alterations to existing windows.

Location – 1, Higherfold View Barn,Rainow Road, Higher Hurdsfield,Macclesfield,SK10 2PF.

This application is a resubmission. The Planning Committee did not support the previous application because the extension was beyond the existing footprint. At the time it was built it was agreed the existing footprint would not be enlarged.

The Planning Committee to advise the clerk of their decision prior to July 15th 2011.

A copy of the notice to be emailed to P. Hayes for his information.

Prior to signing the cheque for Broker Network Ltd. the following action was taken:-

Financial Risk Assessment, List of Assets and Insurance Policy were examined in detail by all members of the Council. The cover for the assets had been indexed linked and was more than adequate. It was decided that no changes be made to the documents reviewed and as the cost of the insurance was less than the previous years, due to a 5% discount, the policy was to be purchased.

9. THE GENERAL CONDITION OF THE PARISH –

1. Condition of Cliff Lane. Gullies and retaining wall.

The retaining wall has been repaired.

The gullies formed by running water, both sides ofCliff Lane, present a danger to traffic. The gullies only run down so far, then stop and the water spreads over the road.

This situation has not been rectified.

2 Price for renewing Perspex on notice boards.

Sizes for the Perspex have been taken and a price will be given shortly.

3. Pot holes near garages on Roe Wood Lane.

The pot holes have been made good.

4. Waste bin required along the canal tow path.

Doug Christie from Streetscape section of Cheshire East has advised a dog waste bin needs replacing which is only  3 or 4 m away from bench. He suggests the dog bin is removed and replaced with a new litter bin on the pavement just to the side of the steps leading down to the tow path. This will capture litter from pedestrians walking alongHurdsfield Road, walkers using the tow path and will continue to take dog waste. They could put a sign on the post where the dog bin is to be removed to let the public know it has been placed at the top of the steps. It will be easy for the Council to empty the bin in this location.

The Council agreed this was acceptable.

5. Street Lights.

Two street lights located on Rainow Roadbetween the George and Dragon and Well Laneare out of order. We are advised the Enquiry Number is 4721150 will be investigated and appropriate action will be taken quickly if it is an emergency, otherwise it will be completed as soon as possible. The Chairman to check if these lights have been fixed.

6. No. 18 Roewood – front decorations

The Clerk wrote toCheshirePeaksand Plains on behalf of the council and the decorations have now been removed.

We received a response to the letter concerning the other matters:-

 (a) The low fence at the back of the bungalow is to be inspected to see if the Trust can provide a more adequate fencing.

(b) CPP ask if residents could identify the the addresses of those responsible for the dog fouling and pass the information to  Karen Austin at CPP tel. no. 01625 553444 or give directly to the Environmental Health Dept. tel no. 03001235015.

This information is to be included in the next newsletter and the web site.

The Clerk to write to Steve Wilson to thank him for the work carried out on Cliff Lane, ask for his comments regarding the gullies, and ask for a schedule of the resurfacing work in the local area.

10. WEB SITE INVESTIGATIONS

Cllr Buckingham advised of the progress of the website:-

Domain name – www.higherhurdsfield.org.uk purchased for 2 years

Prototype website constructed by web developer.

Available for viewing at – http://higherhurdsfieldpc-org-uk.temp.connectedcheshire.org.uk/

Final technical issues with website being ironed out.

Lynn, Rob and Wendy working to complete content on website.

Cllr Foster outlined progress so far.

Logo required for web pages – any suggestions?

Some delays to progress, due to time taken to sort out content and technical problems with Cheshire East IT. Planning to go live following next council meeting, after getting feedback from all councillors.

Costs so far – Web developer £285 + Domain name £7.9 = £292.90

Proposing for the first year to host website with web developer and get technical support – cost £40.
