PARISH COUNCIL MEETING 24th November 2011

3. MINUTES OF THE LAST MEETING HELD 27th October 2011 – Approved and signed.

5. CLERK TO GIVE UPDATE ON THE FOLLOWING:

6. PRECEPT – To be discussed after Item 16. on the agenda when we would be in a position to calculate proposed purchases.
7. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON

A structure has been erected at Swanscoe. The Clerk to enquire if permission has been given by the Planning Dept.

11. EMAIL INFORMATION
The Clerk to mail a copy of any important information to one Councillor who will then be responsible for passing on this information to the other two Councillors who do not have access to email.
12. BOUNDARY COMMISSION PROPOSAL.
A letter has been sent to the Boundary Commission advising our Parish Council is in support of their proposals.
13. THE GENERAL CONDITION OF THE PARISH –
1. Public Footpath – Three metal posts sticking up from the ground between properties 79 and 69 Rainow Road have been reported to Andy Simpson our new Highways contact.
The Waste Depot has sent letter to the houses which may be leaving the waste bins on the public path requesting they be removed.
2. Cleaning Rainow Road.
A few of the branches on the overgrown hedge onRainow Road have been cut and the hedge cutter has been requested to trim the hedge when he has finished his current work.- Ongoing
Cllr. Foster advised that the wall stone opposite her house on Rainow Roadwas in need of repair. She had contacted Andy Simpson who informed her that as it was not dangerous, he would have to put a bid in and it could take up to four years before it would be repaired. The situation to be monitored.
15. PARISH NEW LETTER
The Clerk produced the draft newsletter to be proof read and approved by the Councillors.
The Councillors thanked the Clerk for all the work involved.
The Clerk is to produce the outstanding Christmas card, get both items printed, together with labels for the envelopes and deliver them to the Chairperson for distribution.
16. The Next Project
The following projects were discussed:-
a. A new picnic seat and bench for the recreation ground.
Quotations were received from Fairway Landscapes Ltd.
Supply and install benches as follows:
Heavy Duty Kensington timber (Iroko) bench by Broxap: £750.00 each
Heavy Duty tanalised timber bench: 255.00 each
Oxford Steel bench in galvanised and powder coated finish:£512.00 each
Cambridge steel picnic table with wheelchair access in galvanised and powder coated finish: £565.00 each
Heavy Duty tanalised timber picnic bench with wheelchair access: £375.00 each
Supply and install grass matting under benches £28.60/m2

No price was given for installation or the matting beneath the benches.
All our prices are subject to the addition of VAT.
The Clerk to obtain pictures of the products from Fairway Landscapes and the cost of the matting and installation for the above.
It was suggest by Cllr. Fleming that a plate be mounted on the bench in commemoration of the Diamond Jubilee.
b. Resurfacing the road leading to the recreation ground.
A quotation was received from Richard Oldham Surfacing Limited the price quoted was £5,500 plus VAT.
The Council are concerned that the road is becoming a danger to pedestrians using the road to access the recreation ground, but do not have the money required to carry out the work.
Cllr. Buckley to compose a letter for the Clerk to send to the properties at Higher Fold to ask if they would contribute towards the cost of resurfacing the road.

Due to the current financial climate, the Council wanted to keep the precept to the minimum possible whilst ensuring funds were available for any unforeseen circumstances.
These may include, work that may be necessary on the road to the recreation ground if it became dangerous, even if this involved just a narrow section for pedestrians. Also any work required to keep the Parish up to standard due to Cheshire East Council making cuts to their services.
It is estimated approximately £2,000 will be required for the improvements to the Recreation Area.
It was decided that the precept request should remain at £5,000.
17. QUEEN ELIZABETH 11 DIAMOND JUBILEE CELEBRATIONS 2012
Although the Parish Council were in favour of putting on an event for the community to celebrate the Diamond Jubilee, the cost and all the legal requirements proved too much and it was decided it would not be possible.
18. DRINKS AND NIBBLES
Supplied by Cllr. Foster and the Clerk were enjoyed by all.
