PARISH COUNCIL MEETING 22nd July 2015

4. CHAIRPERSON’S ANNOUNCEMENTS.
Two previous items on the agenda raised by members of the Parish appear at the present time, to have been actioned/investigated as far as it is possible. The Clerk to write to the people involved to thank them and enquire if they are satisfied with action taken or if they require further involvement from the Parish Council.
The two agenda items are Scotwood Nursery. Enforcement Notice 13/00013E and the dog fouling in the recreation ground.
5. MINUTES OF THE LAST MEETING HELD 24th June 2015 Approved and signed.
6.CLERK TO GIVE UPDATE ON THE FOLLOWING:
(a) Current Bank Balance – statement to 8th July 2015 – £6792.87
(c) Following a VAT refund of £496.52.
(b) Audit – We have not received the audit documents back from the external auditor.
(d)Risk Assessments. Our maintenance man has agreed to give us a quote for carrying out the corrective action required i.e. the bench to be rubbed down and repainted.

It was decided to go with the cheapest quotation from Zurich, £284.56 for a 3 year long term agreement. As this quote includes insurance for the proposed defibrillator, which is now to be insured with the company providing the defibrillator, the clerk is to obtain a revised quote before a cheque can be signed and the insurance cover confirmed.

8. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON ANY PLANNING APPLICATIONS.

10. REVIEW AND DISTRIBUTE CORRESPONDENCE
A member of the Parish reported an incident in Higher Hurdsfield where a dog was attacked by a herd of cows with their young and a bull. The animals reacted when the three dogs were walked across the field by the owner.
A member of the parish reported her concern about the speed of traffic on Rainow Road since the parking restrictions for residents have been enforced; she stated it had increased dramaticallyThis matter to be put on the agenda for our next meeting, i.e. the speed indicator to be relocated if possible to the stretch of road involved
11. NOTICE BOARD RE-LOCATION
It was proposed that the notice board currently located at the front entrance of the Sunday School should be relocated to the bus shelter. The Chairman is to take down the notice board and then arrangements can be made for it to be erected in its new location. Needs to be done before the auction of the 3rd Aug. 2015 – On going.
12. AUTOMATED EXTERNAL DEFIBRILLATOR
After considerable discussion and looking at various costs of different packages, it was decided that the most appropriate defibrillator to purchase was the Powerheart G5 Automated External Defibrillator. The Chairman to prepare a breakdown of costs of the items required in addition to the defibrillator itself, i.e. suitable box, electrician for the installation etc.
The Chairman to contact Nicholas Blair for further advice.
13. THE GENERAL CONDITION OF THE PARISH
(a) Rainow Road Grids – Andy Simpson from Cheshire East Highways has advised areas with parked cars will be targeted on the Clean and Cleanse days in order that parking can be prohibited. A date for this cannot be given. Check at the next meeting if this has been carried out.
Cllr. E. Wilson also advised two small grids on the footpath were damaged, one on the footpath at the side of her house and the second near the bridge. The one near the bridge has been replaced, the other remains broken. The clerk to contact Highways to find out when it is being replaced.
(b) No dogs allowed signs- Cllr. Stott has made enquires and contacted Ansa who advised they have budget limitations and a lot of signs to provide already on their list.
The Parish Council will buy a suitable metal “No Dogs Allowed” sign and will get approval from the contact Cllr. Stott will advise the Clerk.
(c) Three Faulty Road Lights – The street lighting issues were forwarded to Ian Darlington the Lighting Manager by Andy Simpson, but unfortunately they did not get sent they got saved as draft… Andy Simpson advised on the 9.7.2015 that he had sent the email again and Ian Darlington would contact us asap. No contact has been made as yet..
Cllr. Stott has also endeavoured to resolve the issue.

Andy Simpson advised on 9.7.2015 he would pop up Cliff Land and check on the progress.

14. THE CONDITION OF THE RECREATION GROUND.
(a) Dog Fouling – The condition of the recreation ground has improved and appears to be clean.
(b) Waste Bin – The Clerk has sent a map showing the location to Wesley Hutton, the bin has not yet been put in place. The Clerk to chase.
(c) Perished Matting–Chris Lawson has been advised that the Chairman would be happy to meet him on site to explain / point out the problem area and was given Cllr. Buckley’s phone no.
Chris Lawson has not contacted the Chairman or replied to the Clerk’s email.
This problem around the Multi Play Unit including the trip hazard was pointed out by the independent report requested by Chris Lawson’s Dept.

15. UPDATING & MAINTENANCE OF THE WEB SITE.
Cllr. Buckingham tracked the web administrator down in Prague and gave the clerk his email address. Haydn is very busy but will resolve the problem asap.
The Clerk to request the “Usage Stats”.
