PARISH COUNCIL MEETING 15th April 2013

 PRESENT: – Councillors – Mr R Buckley (Chair), Mrs E Wilson (Vice Chair), Mr N Eardley, Mr P Torr, Mr R Buckingham & Mrs W Carter (Clerk).

5. CHAIRPERSON’S ANNOUNCEMENTS

A few moments were spent remembering Lynn, a thoughtful, cheerful person who gave an outstanding contribution to the Parish Council, she will be missed. It was agreed a contribution be made to her chosen charity Doctor Barnardo’s. This will be made from the Chairman’s allowance.

 6. CLERK TO GIVE UPDATE ON THE FOLLOWING:

(a) Current Bank Balance – 8th April 2013 – £8,432.66

Includes the first half of the precept £2,500.

We have received a BACs Remittance from HM Revenue & Customs for £633.23. this has not yet reached our account.

A new bank mandate was completed to include Cllr. R. Buckingham and the Clerk W. Carter.

 (b) Risk Assessment

The work has not been carried out to the two seating areas.

The Clerk has requested a date from Fairway Landscapes Ltd.

The Financial Risk Assessment was reviewed, no changes were thought necessary.

(c) All Councillors present were given a copy of the accounts, variation explanation and bank reconciliations sheet. All other documentation being sent to the internal auditors was also presented to the Council. The Annual Return figures were checked, approved and signed by the Chairman.

The Clerk gave the Council a cheque for £37 to reimburse the Council for the tax paid to HMRC for April salary for which she had been paid the gross and not net sum.

7. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON

   ANY PLANNING APPLICATIONS NOTIFIED –

Swanscoe – Mr. Poyser. CEC have received a response to the Planning Contravention Notices will be reviewed with the Councils Planning Solicitor within the next 2 weeks

The Clerk was requested to obtain an update from CEC.

 11. THE GENERAL CONDITION OF THE PARISH

11.1. Public Footpath Slope/Wheelie Bins

Andy Simpson met with Councillor Buckley and it was agree that the steps are to be re-instated the rail to be moved to the centre of the slope and the area to be cleared. This work is to be carried out within the next month

 11.2 Plaque in the Sunday School updated. – on going

 11.3 The grid and unadopted road to the recreation ground.

The repairs to the unadopted road have now been carried out.

 11.4 Canal Tow Path

Manchesterand Pennine Waterway have a log of works for both the reactive and planned preventative maintenance that is carried out on a daily basis. They have taken note of our concerns and issues raised and will incorporate these into any works that they carry out in this area. There are currently no plans for overall resurfacing of the towpath in this area.

 11.5 Gritting the roads

Siting grit bags will be requested before the bad weather sets in at the end of the year.

11.6 Dog Fouling – The Clerk has reported the condition ofWell Lane and the sloping pathway offRainow Road and asked for it to be cleaned up and signs displayed to encourage dog owners to pick up after their dogs. No response, Clerk to chase.

11.7 No Entry Sign Missing

Cllr. P. Torr advised that the “No Entry” sign had blown down, at the T junction betweenSwanscoe LaneandWell Laneand it is in a field. The clerk has reported the matter to the Highways Dept. No response, Clerk to chase.

 11.8 Broken Concrete Posts

Fairway Landscapes Ltd. has been instructed to carry out the repairs.

 11.9 Damage to Stone Flags

Fairway Landscapes Ltd. has been instructed to carry out the repairs.

 11.10 Missing Grid Cover

The Clerk has reported the missing cover to the Highways Dept. It has not been replaced, however someone has put a slab over the hole with is a hazard as it can be tripped over.

The Clerk to make another report to the Highways Dept.

12. NEXT PROJECT

12.1 Path from the unadopted road to the car park

Cllr. Torr obtained a  for a quote from Fairway Landscape for constructing steps across the boarder of the planted area onto the car park, to make a safer walkway off the unadopted road.  Cost  £255.80+ VAT = £306.96.      The cost was approved by the council

Details were sent to Cheshire East Council to obtain their approval to go ahead with the work. More information on the construction of the steps was requested; this information has now been received and will be forwarded to CEC.

12.2 A SHELTER FOR THE RECREATION GROUND                                                                                                 It was generally thought that this may encourage youths to congregate in the evening therefore the Council voted against the proposal.

12.3. Keeping roads paths clean.                                                                                      The Clerk tried to contact Mr. Quinn without success.

12.5. Grassy area at end of Clarendon Drive – develop for children / adults?               

Cllr. Buckingham has enquired from local residents which appear to be not very favourable towards the proposal. It was agreed not pursue the matter further.

16. WEB SITE UPDATE – The domain name has been registered for a further 2 years.
