4. CHAIRPERSON’S ANNOUNCEMENTS
Cllr. R. Buckingham has given notice of his intension to leave the Parish Council at the end of June. He has been a very valuable attribute to the Council and will be missed.
The Chairman expressed his disappointment at the lack of attendance for the Annual Parish Meeting held earlier in the evening.

No applications received.
It was noted that the grounds of the George and Dragon Public House were seen to be surveyed a few weeks ago.
9. TO RECEIVE AND NOTE ANY PLANNING DECISIONS
Ongoing – Officer’s are still assessing if the requirements of the Enforcement Notice 07/00047E for the large polytunnel have been fully complied in respect of areas of hardstanding which remain on site.
Cllr. Stott has spoken with Deborah Ackerley who has taken over the case and the officer was keen for this matter to be pursued. – On going

None. All correspondence was forwarded electronically on receipt.
11. THE DEAD TREES NEAR THE SEATING ARE AT HIGHER FOLD
The problem with branches falling from the dead trees continues as ownership of the strip of land and trees is still in dispute.
The conclusion of Andy Simpson’s meeting with the Assets Team was not as clear cut as expected. Further investigation of historic maps is required by the Asset team to establish ownership.
In the meantime the condition of the trees will be monitor but they have no immediate concerns at present.
Concern was expressed by several councillors that tree death appears to be creeping along the trees on Rainow know, the reason is not known.
12. THE UN-ADOPTED ROAD AT HIGHER FOLD
(a) The condition of the road surface.
A letter of complaint from the four residents at Higher Fold was sent to Cheshire East Council together with photos, one of which showed 6 large Ansa vehicles on the car park and a request for remedial work take place.
Andy Simpson has advised that as this road is classed as unadopted the Council are unable to carry out any maintenance work. The liability for such lies with the adjacent landowners.
An alternative proposition would be that the Parish Council request CE Council to supply suitable infill for the pot holes and the residents carry out the work. A letter is to be written to the residents with this suggestion. – Ongoing
(b) The drainage channel at the entrance.
The gully at the entrance to Higher Fold is completely blocked with stone from Higher Fold lane.
Andy Simpson advised that this will be emptied by the end of this week. Apologies for the delay.
(c) The sign for the entrance “HIGHER FOLD”.
The size of the signs quoted for were thought to have been too large.
The Clerk has requested the cost for a sign measuring 330x350mm, printed in capitals with a border around, with a clip attachment, for which we will have to advise the diameter of the post onto which it is to be fixed.
The Clerk has not been able to contact the supplier, an alternative contact to be found. On going.
13. THE GENERAL CONDITION OF THE PARISH
(a) Well Lane – flooding – road surface – overgrowth
The drain clearing is now complete and the blockage removed.
They were repaired immediately after the drain clearing on 8th April. This road is now being promoted for more substantial repairs as part of this year’s Level 2 carriageway programme.
(b) Rainow Road –
- A REPLACEMENT “HIGHER HURDSFIELD” ROAD SIGN is required on the left hand side of Rainow Road as you drive into Higher Hurdsfield from Rainow
The clerk to obtain a quote when requesting a quote for the Higher Fold sign.
- THE WALLS AT THE JUNCTION OF ROEWOOD/RAINOW ROAD ARE TUMBLING DOWN.
This wall was programmed for repair before the end of March but due to the rebuilding requiring 3 way traffic signals, parked cars prevented the work going ahead. A new start date will shortly be given from the Structures team once the necessary notifications and letter drops have been carried out.
- RAINOW ROAD SURFACE CONDITION. –
Hurdsfield Road/ Rainow Road is programmed for Micro Surfacing, no confirmed start dates as yet. As soon as Andy Simpson gets to see the confirmed programme with dates, he will let us know.
The sections to be treated are from the bottom of Hurdsfield Road to the Canal bridge and from Lower Fold to Well lane. There will be an element of prep that will be carried out prior to the micro surfacing; this will be in the form of localised Level 2 patch repairs
(c) Cliff Lane – gullies – damaged road sign.
The road gully has been cleared which should now prevent the water discharge down the carriageway. Highways are aware of the deteriorating condition of the water sett and will be looking to arrange for this to be cleared of vegetation and remedial work carried to the carriageway edge. The new street nameplate has been ordered and will be erected as part of a package of similar works.
14. THE ROAD / FOOTWAY / BINS ON RAINOW ROAD, between Cliff Lane and the George and Dragon.
Cllr. Stott. advised a further visit had been made to the residents and the Councillors confirmed there were no bins on the pathways.
15. REPLACEMENT NOTICE BOARD
The Notice Board has been installed, leaving only a couple of paving stones to be laid at the front of the board and a letter to be replaced. – Ongoing
16. THE PUBLIC FOOTPATH SIGN.
A “Public Footpath” sign which was lying on the ground opposite Lower Fold Farm on Rainow road. The PROW Dept has now provided a replacement.
17. THE FOOTPATH BETWEEN HIGHER FENCE ROAD & TELFORD CLOSE.
The area at the bottom of this path has been getting progressively worse as the water all collects at a low point. The result is a big pool of water or mud that cannot be avoided measuring approx. 2m x 2m. This path is well used. The Clerk put in a request to have a drain away towards the canal.
Andy Simpson advised on the 26.4.2017 that no work as yet has been programmed for this location but he will endeavour to push this forward at the earliest opportunity.
18. THE GREAT GET TOGETHER WEEKEND
The matter was discussed and although it was considered to be a good cause, the Parish has no community groups or venues where we could participate.
19. HOSTING OF THE WEB SITE.
Our website host who has carried out a lot of work for the Parish Council, has now closed the account due to work commitments, we are sorry to have him leave. Hosting has been transferred to the Clerk who will now look into the funding available to update the site to ensure we are able to display the necessary documents to meet with the requirements of the Transparency code.
