4. MINUTES OF THE LAST MEETING HELD 19th February 2015

5. CHAIRPERSON’S ANNOUNCEMENTS. Mrs. Broadbent, a previous Chairperson for the Parish Council has sadly passed away. A letter of condolence has been sent to the family.
6.CLERK TO GIVE UPDATE ON THE FOLLOWING:

Election Notices displayed as required.
The Notice of the annual review of accounts for the year ending 31st March 2015 has been received; the submission date for the necessary documents is the 29th June 2015.
7. PARISH ELECTION NOMINATION PAPERS.
Nomination papers were issued to all councillors present. The Chairman to deliver the one outstanding nomination paper and when completed return them to CEC Election office in Sandbach before 4pm 9th April 2015.

9. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON ANY PLANNING APPLICATIONS.
10. TO RECEIVE AND NOTE ANY PLANNING DECISIONS.
Appeal – APP/R0660/C/13/2208447 against Enforcement Notice 13/00013E.
The Secretary of State extended the period for compliance with the Notice and therefore the due compliance date was 12th February 2015. Officers visited the site on 13th February 2015 to check compliance with the requirements of the Notice. It was immediately clear that the buildings had not been removed and therefore the Notice had not been complied with. The owner was present and advised that he had submitted a planning application the previous day to retain the two buildings.
The Council used its powers under S.70C of the Town and Country Planning Act 1990 and declined to determine the application. The owner was advised of this by letter dated 26th February 2015
The owner was also advised on 3rd March 2015, that the Council intended to pursue compliance with the Notice and that a site visit would be carried out on 1st April 2015 and in the event that the Notice had not been complied with, legal proceeding would be considered.
11. REVIEW AND DISTRIBUTE CORRESPONDENCE
To find work for those who have been ordered by the courts to complete unpaid work hour carrying out work such as painting, decorating, gardening, ground maintenance and clearance. A small fee is required.
The clerk to request further details, we may be able to utilise the scheme in the Parish.

12. AUTOMATED EXTERNAL DEFIBRILLATOR
Community Payback may be suitable for the task of cleaning the phone kiosk.
The Clerk has written to Bollington & Macclesfield Community First Responders requesting a contact for installing the defibrillator and details of the Heartstart UK Courses.
13. THE GENERAL CONDITION OF THE PARISH
Rainow Road Grids
The Highways Dept have been asked to confirm when the grids are programmed for cleaning, many are completely blocked.
Dog Fouling in the Recreation Ground at Higher Fold.
This problem was discussed at length. It is a health and safety hazard.
Rainow Road is also a problem area.
Dogs are roaming loose and residents are left to clear up the mess before the children can play there.
Efforts to find a solution are being made.
A new Dog Warden Keith Massey, based in Crewe, has been forwarded the dog fouling complaints by the Clerk. No reply as yet.
Cllr. Livesley to be kept updated.
14. RISK ASSESSMENT OF THE RECREATION GROUND.
A copy of the Risk Assessment carried out in the Recreation Ground was requested from Everybody Sport & Leisure.
The work recommended in the report, e.g. a hard pathway has not been carried out.
No mention was made of the split swing seat; however when this was brought to their attention the seat was replaced.
Concern was expressed by the Councillors over the condition of the surface under the large climbing frame; it is very spongy and slippery. The Clerk to enquire if new matting can be provided.
Cllr. Livesley has secured an additional waste bin which we would like positioning in the car park on the left hand side of the pedestrian entrance gate to the Recreation Ground. The clerk to arrange.
15. THE CLOSURE OF THE SUNDAY SCHOOL
Unfortunately the Sunday School is to close on the 10th May 2015.
The Trustees have advised the last meeting at the Sunday School will be the 30th April 2015. A final payment of £87.50 is now to be paid which will include the 30h April.
The plaque is to be taken down and retained by the Chairman.
The Clerk to arrange for our meetings to be held in the porto cabin at Hurdsfield Church.
16. SID DEPOYMENT
Cllr. Livesley has arranged for a SID to be provided for the Parish. It is now in operation and will be monitored for a period of 3 months after which time a different location may be decided upon. Stuart Bateman is our contact.
