6. CO-OPTING A PARISH COUNCILLOR
Mr. Andy Broadhurst, a previous Councillor for Higher Hurdsfield was proposed and unanimously voted to be co-opted as a Parish Councillor. Mr Broadhurst agreed and signed the “Declaration of Acceptance of Office and Code of Conduct”.
The following documents were given to Mr. Broadhurst for his attention
(1) General notice of Registrable Interests: Town or Parish Councillors
(2)Code of Conduct. (3) Standing Orders
7. CLERK TO GIVE UPDATE ON THE FOLLOWING:
(a) Current Bank Balance – statement to 7th June 2013 – £8618.68
(b) VAT Conditions – We can reclaim VAT either when the amount reaches £100 or for a twelve month period, which ever is achieved first.
We will make an annual claim as advised by the internal auditor.
A notice of appointment of date for the exercise of electors’ rights has been displayed on the notice board and the accounts and other documents are available from 10th June 2013 to 5th July 2013.
All relevant documents are to be sent to the external auditors by 8th July 2013.

12. THE GENERAL CONDITION OF THE PARISH
12.1. Public Footpath Slope/Wheelie Bins
Highways have completed this work to a high standard. A letter of to be sent accordingly.
The Clerk to provide a notice requesting the steps not to be obstructed with bins.
12.2 Plaque in the Sunday School updated. – on going
12.3 Dog Fouling – A scheme has been proposed similar to Stapeley Dog Fouling Impact Day. Signs are sprayed through a stencil using a chalk based spray which will wear off in a couple of months. The Clerk has obtained prices for materials and contacted the dog wardens, highways and the environment department for their permission and to obtain further signs. A safety data sheet has been obtained from the paint supplier.
The proposal was unanimously approved, the Clerk to order the materials, to be delivered to Councillor Buckley.
12.4 No Entry Sign Missing
The sign has now been replaced.
12.5 Broken Concrete Posts + 12.6 Damage to Stone Flags
This work has been completed
13. NEXT PROJECT
13.1 Path from the unadopted road to the car park
Roy Loundes has given the go ahead and the work has been programmed for early July by Fairway Landscapes.
13.2 Keeping roads paths clean.
Zac Wilcox has given a quote of £15 per session for maintenance of the seating area at Swanscoe. To include grass cutting, litter picking and weed control of the patio around the bench on a fortnightly basis until October. To be paid bi-monthly. This action was approved by the Council.
Unfortunately Mr. Wilcox is not able to carry out the maintenance work required onRainow Road, fromCliff Laneto the bus shelter due to work load. Councillor Fleming kindly volunteered to prune the Bramble intruding onto the footpath.
Councillor Wilson has cleared some areas onRainow Roadand Councillor Broadhurst volunteered to clean the bench onRainow Roadand investigate further who was responsible for the damage to the stone slab base of the seating area.
CEC have cut grass in the Recreation ground but not the grass around the car park. The Clerk to request Roy Loundes to arrange for this to be cut.
The road to the recreation ground is again deteriorating. It is still not possible to find out who owns the unadopted road.
It was thought that many people are still unaware of the car park next to the recreation ground and it is to be advertised in the next Parish Council Newsletter.
14. TRAFFIC/ACCIDENTS ON HURDSFIELD ROAD
Concern has been expressed regarding the increasing number of accidents.
The Clerk has requested information from the Traffic & Road Safety Team.
The matter was discussed and it was felt that there was not anything the Parish Council could do to improve the situation.
