PARISH COUNCIL MEETING 28th June 2012
PRESENT: – Councillors – Mrs E Wilson (Vice Chair), Mrs M Street, Mr N Eardley, Mr P Torr, Mr R Buckingham, Mr C Fleming, Mr B Livesley & Mrs W Carter (Clerk).
1. APOLOGIES Councillors – Mr R Buckley (Chair), Mrs. L Foster & Mr P Hayes
Councillor E. Wilson took the Chair following the absence of Cllr. Buckley.
2. PUBLIC FORUM – Cllr. B. Livesley advised Fiona Seddon the Local Area Partnership Manager would be willing to lend the Parish their Speed Indicator Device for a £10 donation and emailed Fiona Seddon confirming the discussion.
3. MINUTES OF THE LAST MEETING HELD 1st May 2012 – approved subject to Agenda Item 15. changing from, Cllr. B Livesley now becoming Chairman of Environment and Prosperity and not chairing Committee Sustainable Communities.

5. CLERK TO GIVE UPDATE ON THE FOLLOWING:
Current Bank Balance – 8th June 2012 £8,629.43
Non-Specific Parish Grant 2012/13 – received 23rd May 2012, £629.00
Standing Orders – Page 13 revised, the threshold before tender raised from £5,000 to £10,000 in line with the Financial Risk Assessment.
Audit – passed by Internal Auditors, the necessary documents has now been posted to the External Auditors.
Two recommendations were specified.
1. The Bank Reconciliation be changed from April 4th to March 31st.
This was changed before sending to the external auditors.
2. The Council to check payroll amounts before authorizing cheque payments.
The Clerk’s salary is now being made by standing order, the tax to HMRC will be paid quarterly and the amount will be checked against the PAYE Income Tax P11 at the Parish meeting.
Insurance Renewal – Came & Company – Last year’s premium was £431.71. This year’s premium not including the additional £2,000 cover for the Playground furniture is £336.79, including 6% insurance premium tax. £319.95 if we sign a 3 yr binding agreement.
Following consultations with other Parish Clerks, Came & Company have a good reputation for being competitive and reliable. Providing the premium is not significantly increased for the additional items, it was agreed we renew with Came & Company.
6. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON

Proposal: Formation of New Vehicle Access to Existing Dwelling.
Location: Grassington,Cliff Lane, Higher Hurdsfield,Macclesfield,SK10 2PE
Planning Committee had no objections.
Application No. 12/2046M
Proposal: Two Storey Front & Single Rear Extensions (Amendment to
Consent 09/4257M)
Location: SwanscoeParkFarm,Swanscoe Lane, Rainow.
Cllr. Torr declared an interest in this application, as he is a close neighbour; he therefore took no part in the decision.
Although the proposal was quite a large the Planning Committee had no objections.

Cllr Livesley gave his views and shared his knowledge of the application.

where to send their views which were to be received by the 14th June 2012.

The amount paid to HMRC reflected the change in the Clerk’s tax code. A new Standing Order for the Clerk’s salary compensating the increased tax, was signed by two Councillors.
Chq. nos. 000708 & 000704 were made void and destroyed by Cllr. Wilson.

10. THE GENERAL CONDITION OF THE PARISH
10.1. Public Footpath
The rods have been removed. Simon Davies and Andy Simpson from CEC advised they would speak again with Public Rights of Way to establish whether it is possible to provide a handrail. The condition of the steps is not satisfactory. – Ongoing
10.2 Wheelie Bins
CEC have looked into this matter and are not able to help as they no longer have an enforcement officer and “assisted Bin collections” are being reduced.
10.3 Loose grid on Rainow Road
Now secured and looks to be a better job than last time.
10.4 Parking on the Canal bridge
The Clerk has reported the problem to the Parking Dept of CEC. – ongoing
10.5 The Condition of Hurdsfield/Rainow Road.
Rainow Road has not been swept, the Clerk to again contact CEC otherwise we may have to pay for the job to be carried out.
Roewood Lane also needs sweeping.
Other areas were discussed but as they were on private property the Parish Council have authority to make improvements.
General
- Several properties have hung flower baskets on their fronts which look beautiful Cllr. Buckingham to take photos for the next newsletter.
- Unfortunately a number of cars are being deliberately scratched along the side by passers bye.
- A number of burglaries have been reported. To be discussed at the next meeting.
- The large pothole on Rainow Road, after Well Lane, has been repaired.
- Cllr. Torr to check the level of the new bench in the recreation area.
11. Silver Jubilee Cherry Tree
Cllr. M Street has contacted Fairway Landscapes who have advised us we wait until October before having the double pink flowering cherry tree planted, otherwise someone would have to water it at least once a day.
12. WEB SITE UPDATE
Cllr. L. Foster will shortly produce the next episode of our “Parish History”.
Cllr. L. Foster and the Clerk to liaise and produce a letter which can be delivered to Parish Residents asking for any information/photographs they may have of the Parish. – Ongoing
13. CHAIN OF OFFICE AND PLAQUE
Cllr. Wilson purchased the new ribbon for the Chairman’s Chain of Office and the plaque for the bench which Cllr. Torr will fit.
