Parish Council Meeting Minutes 16th December 2015

2. DECLARATION OF INTEREST – None

3. PUBLIC FORUM – None

4. CHAIRPERSON’S ANNOUNCEMENTS – The Chairman brought to the Councillor’s attention “The Good Councillors Guide”.

5. MINUTES OF THE LAST MEETING HELD 25th November 2015 approved and signed.

6.CLERK TO GIVE UPDATE ON THE FOLLOWING:

(a) Current Bank Balance – statement to 8th December 2015 – £5,047.89

(b) Setting of the Precept for 2016-2017

The precept requirement was discussed in great depth, based on the information submitted by the Clerk i.e. “Receipts & Payments from 31st March to 16th December 2015 + Known Receipts & Payments from 16th December 2015 to 31st March 2016” and “Estimated Receipts & Payments for year ending 31st March 2017”. (See attachment).

Having decided that no further large projects require funding in the next financial year it is estimated our bank balance would be approx. £4060.37 at the end of the financial year based a precept of £4,000. The same amount as requested last year.

£4,000 request for precept was unanimously agreed.

Cllr. J. Weston to send the Clerk some details of interest paying bank accounts available to Parish and Town Councils, with a view to transferring £3,000 into such an account.

7. AUTHORISATION OF PAYMENT OF ACCOUNTS

8. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON ANY PLANNING APPLICATIONS.

None

9. TO RECEIVE AND NOTE ANY PLANNING DECISIONS.

None

Ongoing – The Enforcement Notice in respect of the two timber buildings has been complied with and the buildings removed from the land, however, in respect  of Enforcement Notice 07/00047E for the large polytunnel, Officer’s were assessing if the requirements of the Notice have been fully complied  in respect of areas of hardstanding which remain on site.

The Clerk emailed Vinny Farrell CEC to ask if a decision has been made on the hardstanding and the response was as follows:-

I realise that his matter has been ongoing for some time, however it is a complex site and Officers are still consulting with the Legal Services over the outstanding matters. – Ongoing

10. REVIEW AND DISTRIBUTE CORRESPONDENCE – Web MailNone other than emails previously distributed.
11.SID The SID is still in operation, but as it is powered by the sun, if this source is not available, it will not operate. A suitable location for the SID to be re-sited was again discussed and it was thought this was to be requested via our Ward Councillor Amanda Stott.12. AUTOMATED EXTERNAL DEFIBRILLATOR

The Chairman has sourced several electricians who may be suitable to install the defibrillator and will continue to progress the installation via Millie McDonagh from Cardiac Science Holdings (UK) Ltd. Saturday 30thJanuary 2016 has been agreed with Nick Blair and the Holy Trinity Church to carry out the defibrillator training, the time has yet to be arranged by the Clerk. The letter to be hand delivered to each household within the Parish; giving everyone the opportunity to attend the training course; is currently being printed and enveloped. The Clerk to deliver these ready for distribution in the New Year.

13. GENERAL CONDITION OF THE PARISH

(a) Dog Fouling near Lower Fold Farm Dog fouling has become a regular problem on the footpath between Lower Fold Farm and the unadopted road. Cllr. M. Street to give Cllr. E. Wilson the can of spray chalk to high light the problem areas. No further update has yet been received. – ongoing (b) Well Lane, overgrown. Well Lane – There is a row of grass down the middle of one footpath, both sides of the road are overgrown and need urgent attention This has been reported to Andy Simpson who has advised it will be inspected by the Highways Dept. This area has since flooded. The Clerk to enquire what work is not programmed to rectify the problems.

14.  THE ROAD / FOOTWAY / BINS ON RAINOW ROAD, between Cliffe Lane and the George and Dragon.

Andy Simpson from the Highways has advised this section of footway is to be considered for inclusion in the next round of Level 2 footway repairs. He will however, arrange for these areas to be inspected and if any exceed their intervention level for footway or carriageway defects, he will arrange an appropriate repair. We have received no further update, the Clerk to chase.

A letter was written to the relevant residents on Rainow Road asking them if they are able to store their bins at the rear or side of their property.

Two responses were received advising this was not possible. The Chairman has made further enquiries to Ansa to see if they can help resolve the problem.

15. THE WEB SITE.

The clerk has partially updated the web site according to the Chairman’s instructions, further work to be carried out.

The letter regarding training to be posted on by Cllr. Buckingham.

Further historical information is required to be included on the web site.

(16)  The War Memorial & James Hill Memorial at the Sunday School.

The removal of the two memorial tablets organised by Geoff Archer has been delayed and the operation will have to be re-scheduled.
