PARISH COUNCIL MEETING 29th August 2013

PRESENT: – Councillors – Mr R Buckley (Chair), Mrs E Wilson (Vice Chair), Mr N Eardley, Mr P Torr, Mrs M Street, Mr. R. Buckingham, Mr. A. Broadhurst & Mrs W Carter (Clerk).

5. CHAIRPERSON’S ANNOUNCEMENTS – None

 6. CLERK TO GIVE UPDATE ON THE FOLLOWING:

(a) Current Bank Balance – statement to 8th August 2013 – £7513.37

(b) External Audit

The Annual Return has been received back from BDO the external auditors. No matters were raised. The return was presented to the Parish Council who approved and accepted the return.

The “Notice of conclusion of audit” has been displayed on the outside notice board. The requisite information has been made available for inspection by appointment.

A “Date selection form for 2013/2014” has been completed and returned to BDO together with a completed Client satisfaction Survey.

The standard fee for income/expenditure band £5,001 to £10,000  – £nil fee.

 7. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON

   ANY PLANNING APPLICATIONS NOTIFIED –

 Recent activities and actions to be taken regarding Swanscoe were again discussed and will be monitored.

11. THE GENERAL CONDITION OF THE PARISH

11.1 Plaque in the Sunday School updated

The plaque has been removed from the wall. Cllr. R. Buckley to arrange for it to be updated.

 11.2 Dog Fouling –

The stencils and paint have been received.

The adhesive labels from the Dog Warden are being posted to Cllr. R. Buckley.

Cllr. R. Buckley, Cllr. P. Torr and Cllr. R. Buckingham to carry out the spraying. Each operation must be recorded on a log sheet supplied by the Clerk and the completed sheet returned to the clerk. The Clerk to also supply the Safety data sheet to each Councillor.

The clerk to adviseSimon Daviesthe spraying is to be carried out this month.

11.3 Damage to Stone Flags

The Asda wagon that hit the stone slabs was reported to Asda by a neighbour.

Asda were to investigate and contact the neighbour but no contact has been made.

Cllr. A. Broadhurst to investigate further.

 12. NEXT PROJECT

12.1 Path from the unadopted road to the car park

The work is to be carried out next week. It was agreed the step treads should be compressed stone and that the sleepers would be covered in chicken wire.

In the area where the steps are to be located the council have cut the grass and some of the shrubs have also been cut down.

Cllr. Torr to obtain a quote from Fairway Landscape to replant this area and also to secure the bench leg at the seating area on the road leading to the recreation ground.

 12.2 Keeping roads/paths clean.

Zach Wilcox will continue cutting grass and litter picking etc. fortnightly basis until October when we will receive his final invoice.

Cllr. Broadhurst cleaned the bench onRainow   Roadand cut down shrubs.

Cllr. Broadhurst to liaise with Cllr. Wilson regarding the purchase of a flower barrel tub to be located in this area.

Cllr. Wilson expressed her concern about the condition of the footpaths and roads, in particularRainow Roadwhich she has tidied areas herself.

Well Lane is also in a very bad condition.

The Clerk to enquire what roads/paths are cleaned and how often.

Concern was also raised about overhanging branches and shrubs encroaching onto the pavement. As they are the responsibility of the house owner a request for maintenance is to be included in the Parish Newsletter.

The unadopted road to the recreation ground is again in need of repair/resurfacing.

Cllr. Torr to obtain a quote from Fairway Landscape for stone infill and for tarmac.

The Clerk to ask the Highways Department to repair/resurface the road.

A number of grids onRainow Roadare blocked, the Councillors to determine the location of the grids and the clerk to report these to the Highways Dept.

A sign onRainow Roadsaying “Rainow” has been twisted and is a danger to pedestrians.

The Clerk to report this to the Highways Dept.

General

The Clerk to request plastic bags for a property on Rainow Road as it is a middle cottage and does not have access for bins, which currently have to go onto the front reducing the walkway and prams cannot get passed.

A plaque in memory of C.F. Doncaster Esq. J.P. previously mounted on a Parish Bench which has now been replaced, has been saved by Cllr. Broadhurst. Cllr. Torr to mount the plaque onto the replacement bench.

Gritting – Cllr. Buckingham to obtain a quote for gritting the roads in the winter months.

The Clerk to ask the Highways Dept. if provision can be made for salt sacks to be dropped in the locations requested last year, before the bad weather arrives.

13. Parish News Letter.

The Clerk produced a ¾ preliminary copy for the Councillors to view and make suggestions.

Cllr. Buckingham to write a small article on gritting the roads in winter.

A volunteer to write an article for the website on the History of the Parish, to be included in the newsletter.
