5. CHAIRPERSON’S ANNOUNCEMENTS
The Chairman had received a letter from the Trustees and Management Committee of Higher Hurdsfield Sunday School and Church advising that their resources were dwindling and they anticipated that within the next two years they will have been exhausted. They wanted us to be aware of the position since there may be people in the community who would wish to respond to this situation.
The Clerk to reply advising we will use the Parish Newsletter to spread awareness and help in any way possible.
6.CLERK TO GIVE UPDATE ON THE FOLLOWING:
(a) Current Bank Balance – statement to 8th May 2014 – £8,688.90
(b) Annual Return and Internal Audit documents.
The internal audit has been completed by JDH Business Services Ltd. and their report states “No issues arising, the clerk has maintained a comprehensive set of books and records throughout the financial year.”
A clean audit with no recommendations and no matters to follow up.
The relevant documents will now be sent to the External Auditors BDO LLP before the 24TH June 2014.
A notice of Appointment of Date for the Exercise of Electors’ Rights to view the accounts for year ended 31 March 2014, has been displayed on the notice board.

8. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON

Cllr. N. Eardley left the room following his declaration of interest in this application.
The plans were reviewed and no objections were raised.
The Clerk has contacted the Planning Dept to request paper copies as we have three Councillors who are not on line. No response as yet.

We no longer receive decision notices nor do we receive a list of Planning Applications for the month. The Clerk to advise if we can again receive this information

11. THE GENERAL CONDITION OF THE PARISH
Cherry Tree & Other
There are two trees outside No. 90 Rainow Road, originally planted by the Women’s Institute, one of which has died. The clerk requested the Highways Dept to remove the dead tree and was assured it would be inspected and any necessary work carried out.
No action or confirmation received, the Clerk to chase.
Grass cutting is to continue at the end of May. The area at the other side of the drive at Swanscoe also to be cut. The Clerk to confirm arrangements.
11.1 Keeping Roads and Paths clean
The hedge running alongside Rainow Road had been cut and although the large off cuts had been removed a considerable amount of residue material is left on the footpaths and gutters. The Clerk requested CEC to clear the highways and was advised under Section 149 Highways Act 1980, anything which is caused to be deposited on the highway which constitutes a nuisance, the Highway authority may by notice require the offender to remove said nuisance forthwith.
As the weather had now cleared a lot of the debris no further action to be taken other than advising the landowner of the situation.
Well Lane – Grids blocked with overgrown grass
The overgrown verge on Well Lane has been added to the CEC Siding Out programme which will start sometime early in the new financial year. The tree seedlings are now several feet high and no work has been carried out to date, the Clerk to enquire when work is to commence.
Dog Fouling – Rainow Road.
Well Lane & Rainow Road. The problem has been reported to the Dog Wardens. Unfortunately there is not a suitable location for a dog poo waste bin in the problem area of Rainow Road.
The Council believe a waste bin located near the entrance to Well Lane, into which dog poo bags can be deposited, would encourage dog owners to pick up and dispose of their dog’s excrement.
CEC have advised of preferred suppliers and a suitable bin was agreed on, which the Parish Council will purchase and the council will empty on a regular basis.
Some type of lettering is required on the bin letting dog owners know they can use it to dispose of their poo bags. The Clerk to enquire with the supplier and CEC whilst determining what fixings are required and who will carry out the installation, CEC or Fairway Landscapes.
With regard to dogs being exercised in the recreation area we were advised that, unfortunately at present “no dogs allowed” signs are non-enforceable as there are no enforceable ‘no dogs permitted’ areas within Cheshire East, this is something that is being looked at with regards to dog control orders being brought in to force in Cheshire East.
Recreation Ground Swings – On further inspection the cross bar on the larger swing equipment was found to be secure, a photo of the split seat has been sent to CEC.
who had the equipment inspected but did not recommend the seats be replaced.
It was thought this decision was not satisfactory and two Councillors would inspect the seat after the meeting and request the Clerk to again contact CEC with regard to repair/replacement seats, if necessary.
A street light outside No. 84 Rainow Road is now on 24 hours a day. The Clerk to report to CEC
12. REPLANTING THE SHRUBS AT HIGHERFOLD.
The planting has been completed. The shrubs had been planted in the wrong location and Fairways Landscape kindly planted more shrubs in the correct location, free of charge.
A generous gesture.
13. REPAIR/RESURFACING OF THE UNADOPTED ROAD
A search has been carried out by CEC who informed us the repairs are the responsibility of Alcamay developments Ltd. 2 Statham Court, Statham St. Macc. And the Parish Council should contact them to carry out the necessary repairs.
This company went into liquidation approx. three/four years ago. The Chairman to enquire who now is responsible for the road following liquidation.
14. PARKING ON THE YELLOW LINES AT THE ENTRANCE TO WELL LANE
If the situation continues we have been advised to dial 101 and give details of the offending car.
