PARISH COUNCIL MEETING MINUTES 31st July 2014

5. CHAIRPERSON’S ANNOUNCEMENTS.

6.CLERK TO GIVE UPDATE ON THE FOLLOWING:

(a) Current Bank Balance – statement to 8th July 2014 – £6,829.28

(b) Annual Return and External Audit documents.

The relevant documents have been sent to the External Auditors BDO LLP.

Further information was requested and forwarded regarding the Clerk’s salary and hours worked.

7. AUTHORISATION OF PAYMENT OF ACCOUNTS

The Council’s insurance renewal is due £330.07, including 6% insurance premium tax. This takes into consideration the Council’s long-term agreement which expires on 19th August 2015. The policy has reached the maximum 4 years no claims discount this year therefore it is no longer applicable. We should look at comparing Insurance Companies next year for alternative quotes. Last year the cost was £320.46.

The Planning Dept. will ensure we are advised of the decisions which we previously have not received for some time.

The Planning Inspector has not sent out her decision on the appeal to date. A copy has been requested.

 11. THE GENERAL CONDITION OF THE PARISH

11.1 Keeping Roads and Paths clean

Rainow Road – Has been cleaned, a thank you email to be sent to Highways Dept.

Gullies on Rainow Road – Many are blocked. Cllr. Broadhurst to inspect and advise the Clerk of the location who will then request the Highways Dept. to clean them.

The Clerk to request a date when cleaning will be carried out with a view to posting cards advising residents not to park on the grids on that particular day.

Well Lane – Grids blocked with overgrown grass

The overgrown verge on Well Lane has been added to the CEC Siding Out programme which will start sometime early in the new financial year. The tree seedlings are now several feet high and no work has been carried out to date. The Clerk has emailed twice requesting a date for when work is to commence, Awaiting reply.

Dog Fouling – Rainow Road.

A waste bin purchased by the Parish Council is to be installed on Tuesday 5th August by Cheshire East Council. The Clerk has requested Ansa, Cheshire East Council to look upon this as a donation and include it on their insurance; otherwise it will have to be included on the Parish Council.

Recreation Ground Swings

On further inspection although the seat does show signs of a split, it is not in immediate need of a repair, it will be monitored.

Grass Cutting

The grass has been cut. The price has increased from £15 to £20 as both areas each side of the entrance are now being cut.

Notice Board near Well Lane.

The lock is not working. Cllr. Fleming to inspect and oil the lock.

The Clerk to request our maintenance person, to cut the shrub obstructing the notice board.

Cliff Lane

Concerns were raised over the deteriorating condition of the lane:-

  • In certain sections of the lane there are gullies each side approx. 18” deep x 2ft wide made even more dangerous by grass camouflaging the problem.
  • Overgrown hedges etc are overhanging into the lane reducing the width of the lane.
  • At the bottom of the lane the walls are in a dangerous condition.

The Clerk to request the Highways Dept. to inspect and rectify.

Grit Bins – Location and date for installation to be discussed at the next meeting. The number of bins to be confirmed.

Street Light outside No. 84 Rainow Road is now on 24 hours a day. The Clerk has reported the fault to CEC but no repair has been carried out. A further complaint to be made by the Clerk.

The possibility of a CCTV camera being installed at the Car Park and a Lighting Gantry at the back of Roewood Lane, to be included on the next agenda

12. REPAIR/RESURFACING OF THE UNADOPTED ROAD

Ansa, part of Cheshire East Council have agreed to carry out the repairs to the road on this occasion, we are waiting for them to confirm a date.

The Clerk has contacted Duff and Phelps who conducted the liquidation and asked them to advise us of the current owners of the road, awaiting a reply.

13. PARKING ON THE YELLOW LINES AT THE ENTRANCE TO WELL LANE

If the situation continues we have been advised to dial 101 and give details of the offending car.

14. AUTOMATED EXTERNAL DEFIBRILLATOR

Procurement of a defibrillator was discussed in depth. It was decided that questions needed to be answered by an experienced body, before a decision could be made.

The Chairman to request a North West Ambulance representative to attend the next meeting.

15. HIGH SPEED BROADBAND IN HIGHER HURDSFIELD

The question of how to get BT to provide the supply for this facility was discussed.

The clerk to enquire how Rainow Parish Council obtained BT High Speed Broadband.
