PARISH COUNCIL MEETING 31`st May 2017

PRESENT: – Parish Councillors – Mr R Buckley (Chair), Mrs E Wilson (Vice Chair), Mr N Eardley, Mr P Torr, Mr C Fleming, Mr R Buckingham, Mr A Broadhurst, & Mrs W Carter (Clerk)

Councillors Ms A Stott & Mr J Nicholas.

1.    TO ELECT THE CHAIRMAN OF THE COUNCIL AND RECEIVE THE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

Cllr, Richard Buckley was again nominated, seconded and unanimously elected.

Before signing the Declaration of Acceptance of Office Cllr. Buckley advised that he might have to step down in the near future as he may be moving from the Parish of Higher Hurdsfield.

2.    TO ELECT THE VICE CHAIRMAN AND RECEIVE THE VICE CHAIRMAN’S DECLARATION OF ACCEPTANCE OF OFFICE

Cllr. Eileen Wilson who has served in this position and as Chairperson for many years was

thanked for her enormous contribution to the Council, as she decided not to stand again.

Cllr. Ciaran Fleming was nominated, seconded and unanimously elected.

The Vice-Chairman signed the Declaration of Acceptance of Office.

3.    TO RECEIVE APOLOGIES FOR ABSENCE – Mrs M Street

4.    TO RECEIVE ANY DECLARATIONS OF INTEREST. – None

5.    TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 26TH APRIL 2017.

The minutes were approved and signed.

6.    TO REVIEW & APPROVE THE FOLLOWING:-

The above documents were reviewed and approved, no alterations were thought necessary.

7.    TO APPOINT MEMBERS TO SERVE ON THE PLANNING COMMITTEE AND REVIEW THE STRUCTURE.

The following were nominated, seconded and elected.

Cllr. Andy Broadhurst (Head of the Committee), Cllr. Norman Eardley and Cllr. Peter Torr.

9.    CHAIRPERSON’S ANNOUNCEMENTS.  None

10.  CLERK TO GIVE AN UPDATE ON THE FOLLOWING, TO BE REVIEWED AND APPROVED BY THE COUNCIL WHERE APPLICABLE:-

Current Bank Balance – statement to 5th May 2017 – £4982.34

Which includes the first half of the precept £2000.00 and £30. 20 over payment of Clerk Salary repaid.

VAT UPDATE – The VAT to be refunded is less than £100. A refund will be requested when the amount reaches £100.

AUDIT, ANNUAL RETURN, EXAMINATION OF ANNUAL RETURN FIGURES AND EXPLANATIONS:-

SECTION 1 – ANNUAL GOVERNANCE STATEMENT 2016/2017

The above documents were examined by the Council, approve and signed by the Chairman and Responsible Financial Officer/Parish Clerk. They will now be sent with all the relevant documents to the Internal Auditor.

13. PLANNING COMMITTEE TO CONSIDER AND COMMENT ON ANY PLANNING APPLICATIONS.

None

14. TO RECEIVE AND NOTE ANY PLANNING DECISIONS.

Deborah Ackerley from Cheshire East Planning Department has recently received confirmation from Mr Poyser that he has engaged contractors and that the works should be compete by the end of June. A further visit will be undertaken after this time to ensure that the requirements of the enforcement notice have been met to the satisfaction of the local planning Authority.

15. REVIEW AND DISTRIBUTE CORRESPONDENCE – None 

16. QUOTA OF PARISH COUNCILLORS & EXPERTISE NEEDED.

A new councillor ideally to represent the Roewood Lane area, to be discussed at the next meeting. Two possible candidates were suggested by Cllr. Buckingham. 

17. THE UN-ADOPTED ROAD AT HIGHER FOLD

(A) THE CONDITION OF THE ROAD SURFACE.

24.5.2017 As advised by Patrick Tansey, Senior Valuer, Cheshire East Council

The Deed packet for the adjacently owned site has been requested but not yet received for review unfortunately.  This is required in order to establish whether Cheshire East Council has any legal responsibilities to maintain the road. As soon as the documentation has been reviewed you will be contacted further with an update.

The Parish Council has previously received a copy of the above, which did give up to date information with regard to who owns the site.

Cllr. J. Nicholas to pursue the matter.

(B) THE DRAINAGE CHANNEL AT THE ENTRANCE.

The gully at the entrance to Higher Fold is completely blocked with stone from Higher Fold lane.

Andy Simpson advised that this will be emptied by the end of this week.

The gully has not been emptied.

(C) A SIGN FOR THE ENTRANCE “HIGHER FOLD”. – Ongoing

18. THE GENERAL CONDITION OF THE PARISH

(A)  RAINOW ROAD

HIGHER HURDSFIELD SIGN –

The size of the signs quoted for were thought to have been too large.

The Clerk has requested the cost for a sign measuring 330x350mm, printed in capitals with a border around, with a clip attachment, for which we will have to advise the diameter of the post onto which it is to be fixed.

The Clerk has not been able to contact the supplier, an alternative contact to be found.  On going.

(B) TUMBLING WALLS ROEWOOD/RAINOW RD.

The work has been completed.

(C)  CLIFF LANE – GULLIES

26.4.2017 Cheshire East Council / Ansa advised the following;-

The road gully has now been cleared which should now prevent the water discharge down the carriageway. We are aware of the deteriorating condition of the water sett and will be looking to arrange for this to be cleared of vegetation and remedial work carried to the carriageway edge. The new street nameplate is ordered and will be erected as part of a package of similar works. – On going.

19. REPLACEMENT NOTICE BOARD – Now complete.

20. WEB SITE

Our website host who has carried out a lot of work for the Parish Council, has now closed the account due to work commitments, we are sorry to have him leave. Hosting has been transferred to the Clerk who will now look into the funding available to update the site to ensure we are able to display the necessary documents to meet with the requirements of the Transparency code.

The Clerk has renewed the domain name for 12 months

Set up Unlimited Web Hosting, and monthly payment

The Clerk has been advised our Web Site does not meet all the requirements of the Transparency code. She will spend time on it this month to get it up to standard and look into funding.
